Google has specified a new account limit called Limited Ad Serving. If it believes that an advertiser’s ad is misleading or confusing, it will flag the advertiser’s account with this restriction until it builds up a history with Google Ads and convinces Google that its practices are clean. Until then, ads from such an advertiser will be shown less. Check out the official article.
